Five reasons why Abu Dhabi is more interesting for off-plan villas

The real estate market in the United Arab Emirates continues to develop, with off-plan villas as a popular choice for buyers who want to enter early. Both Dubai and Abu Dhabi offer attractive projects, but lately you increasingly hear that Abu Dhabi is emerging as an interesting option. In this article we compare both emirates based on factors such as demand and supply, location, price and infrastructure. One of the reasons why Abu Dhabi is gaining popularity is the feeling that the market there is still younger and offers more room for growth. Those who buy off-plan often do so because there is little comparable available in the existing market. In this article we discuss five arguments that are often mentioned when it comes to the choice between Dubai and Abu Dhabi. It is important to do your own research and assess your own situation, because every investment carries risks.

Demand and supply determine the dynamics

Since 2024, around 12,000 off-plan villas and townhouses have been sold in Abu Dhabi, while Dubai saw around 30,000 units in the same period. These figures, which are often mentioned in analyses, show that supply in Dubai is larger. At the same time, Abu Dhabi has stricter spatial planning rules, meaning the number of new projects is controlled more deliberately. For buyers, this can mean that there is less competition between projects in Abu Dhabi, but also that supply remains more limited.

A lower supply relative to demand can increase pressure on prices, but that is no guarantee. Those who buy off-plan often hope that the value rises during construction. In Abu Dhabi, it also plays a role that many buyers are end users looking for a home that cannot be found in the existing market. As a result, there is constant demand for new projects. At the same time, every new-build market carries risks, such as delays or changing market conditions.

The location of new projects is a distinguishing factor

In Abu Dhabi, the newest off-plan projects often come in first-class beachfront locations, on unique islands and close to the financial district ADGM. These places are difficult to reproduce because they depend on natural features such as coastline and islands. In Dubai, by contrast, new land supply is increasingly farther from the financial center DIFC and the ocean. For buyers who value a special location, this can be an important difference.

Beachfront real estate is sought after worldwide because of limited supply. In Abu Dhabi, projects on Hudayriyat Island, Ramhan Island and Marsa Al Saadiyat are examples of locations that have no direct counterpart in the existing market. This means that buyers who want to live or invest there are dependent on off-plan purchases. In Dubai there are also beautiful places, but the newest subdivisions are more often in less central areas, which can affect the appeal for some buyers.

The price per square meter is lower in Abu Dhabi

According to the analysis mentioned, first-class beachfront off-plan real estate in Abu Dhabi is cheaper per square meter than projects in the desert around Dubai. This may sound surprising, but it has to do with the phase the market is in. Abu Dhabi is still catching up, and developers can therefore offer sharper prices. Moreover, in Abu Dhabi you can buy off-plan at a discount compared with comparable existing real estate, which can offer entry advantages.

A lower entry price does not automatically mean a better return. Buying off-plan carries risks, such as construction delays or changes in the market. Nevertheless, the price-quality ratio can play a role in the choice. If you have a limited budget, you may be able to find a home in a better location in Abu Dhabi than in Dubai for the same amount. It remains important to investigate the total costs and the reliability of the developer.

A younger market with little existing supply

Abu Dhabi has only had freehold property for foreigners since 2019, while Dubai has allowed it since 2002. This means that Abu Dhabi has far fewer completed neighborhoods. For buyers looking for a villa in a specific location, there is often no ready-made alternative. As a result, many people are dependent on off-plan projects, which stimulates demand. Examples such as Hudayriyat Island and Ramhan Island have no comparable supply in the existing market.

The young market has advantages and disadvantages. On the one hand, there is plenty of room for growth, and early buyers can benefit from a not yet saturated market. On the other hand, there is less historical data on price developments and rentability. If you are considering buying in Abu Dhabi, it is wise to look not only at the project brochure but also at the government's long-term plans and the developer's reputation. This can help to limit risks.

The financial strength of Abu Dhabi

Abu Dhabi has significant sovereign wealth, often cited as 1.7 trillion dollars, and large oil reserves. These resources are used for large-scale infrastructure such as roads, tunnels, metro stations and cultural projects. In many new neighborhoods, the infrastructure is already in place before the first residents arrive. This reduces the risk that a project is isolated or that amenities only come later. For off-plan buyers, this gives a feeling of certainty, because the surroundings are already developed.

This financial buffer also ensures that large projects are less likely to stall due to a lack of money. Of course, buying off-plan always remains a risk, but government support in Abu Dhabi is often seen as a stabilizing factor. Compare that with markets where infrastructure lags behind housing construction, which can lead to dissatisfaction among residents and lower demand in the long term. In Abu Dhabi, that balance is often better, which contributes to buyer confidence.
