Because the supply of turnkey penthouses is so limited, investors are turning to strategic new-build locations or purchasing shell & core units in prime locations. These can then be custom-finished to the highest standards, comparable to the latest luxury projects.

Emerging developers with projects in areas such as Dubai Islands, Dubai Maritime City, or along the canal in Business Bay still offer opportunities where the price level is investable and the growth potential is high.
