Top Off-Plan Locations in Abu Dhabi Yet to be Launched

Abu Dhabi is selective in its property development. Since 2019, freehold ownership has been permitted, but unlike Dubai, Abu Dhabi does not pursue explosive growth. With a sovereign wealth fund exceeding $1.5 trillion, there is no pressure to build quickly. New projects are rare and considered, making them all the more valuable.

For forward-thinking investors, these are the islands to watch for 2026 and beyond.

Hudayriyat Island

Hudayriyat is already a hotspot for luxury villas. The first two ‘hills’ sold out quickly. Work is now underway on a third hill, which will be larger than the previous two. You can even track this via developer Modon’s interactive map or see the ships on-site literally building the hill. No official launch date or pricing has been announced yet, but expectations are that this will again be a premium project.

Bulgari Island

Bulgari Island has been announced but not yet launched. The horseshoe-shaped island is set to become one of the most exclusive residential locations in the UAE. The chance of being allocated a villa here is slim, as this project is truly for the absolute elite. However, it is certainly an area to watch, as developments here will help set the standard for luxury in Abu Dhabi.

Al Lulu Island

Located next to the financial district, premium hotels such as Emirates Palace and Rixos, and the vibrant Corniche with its top restaurants, Al Lulu Island has not yet had an official launch. Once this project appears, it is guaranteed to be an exclusive prime location. Its position is simply unrivalled.

Between Hidd Al Saadiyat and Ramhan Island

There is no name or project announcement yet for this zone, but the location between Hidd Al Saadiyat and Ramhan Island is so prime, with crystal-clear water thanks to surrounding mangroves, that it is only a matter of time before something is developed here.

Ba Al Ghaylam Island

This location, also pronounced as Baba Galoom, is strategically positioned: close to the city and at the shortest driving point to Dubai. The water is crystal clear due to the natural mangroves. Nothing has been officially announced yet, but insiders consider this the most valuable island still available for future development.

Abu Dhabi launches slowly, but each of these islands represents an opportunity for those looking to get in early. When these projects finally come to market, they will be among the most sought-after locations in the region.
